Our team brought industry insight to the AIEN conference on oil and gas

The Latin American Chapter of the Association of International Energy Negotiators (AIEN) organized a conference in Buenos Aires to discuss the impact of the Ley de Bases (Law No. 27,742) on Argentina’s oil and gas sector. Mariana Ardizzone, our partner and a specialist in the field, co-led the event and moderated one of its panels.
The conference agenda focused on the amendments introduced to the Hydrocarbons Law (No. 17,319) and the regulatory framework for natural gas (No. 24,076). Key topics included changes to the export regime and to the upstream and midstream segments. The discussion also highlighted the Incentive Regime for Large Investments (RIGI).
The panel moderated by Mariana focused on the reforms affecting the exploration and production sector. The discussion sparked a valuable exchange with speakers Ezequiel Artola, Partner at Baker McKenzie; Mariano Dagostino, VP of Marketing & Sales at Harbour Energy; Tomás Lanardonne, Partner at MHR Abogados; and Rosario Maffrand, Senior Advisor for Business Development and Corporate Finance at Vista Argentina.
Among the topics addressed were the new concession term regime—which eliminates the right to continuous extensions—the amendments to the economic conditions of concessions, the new variable royalty regime, the terms to be introduced in the Model Tender Document, the continuity of gas market contractualization following the end of Plan Gas, and certain regulatory inconsistencies.
